L.A. Council mulls requiring banks to pay 'enforcement fee' for foreclosed homes

Councilmember Eric Garcetti, who is pushing the registry program changes, called the foreclosure crisis an "economic, public safety and quality of life crisis that touches every part of Los Angeles."

"How can property values fully rebound when our neighborhoods are strewn with foreclosed properties that the banks have allowed to become magnets for trash, vermin and crime?" Garcetti said in a statement.
